Community Action Planning Council is home to Head Start, a comprehensive preschool for the entire family, as well as Universal Pre-K in partnership with Indian River and Watertown School Districts.  The Jefferson-Lewis Childcare Project offers an extensive array of services to families and family care providers in both Lewis and Jefferson Counties.  Housing and Energy Services provides much needed energy efficient improvements and repairs to homes.  The Family Center delivers programs designed to promote self-reliance and address emergency needs, such as homelessness, rent/utility assistance, unemployment, fair housing issues and hunger.
